The Reinforcing Relationships: Infants and Toddlers Education in Emergencies framework was designed as a learning space for the future, to address the needs of infants and toddlers in the aftermath and recovery period of a natural disaster.

The framework is based on the Teachers Without Boarders initiative: Education in Emergencies-Natural Disasters and the group learning space of infants and toddlers.
